Change & Release Assistant Manager

CONTEXT

 

To support the coordination and governance of all IT changes and release management activities to ensure secure, stable, and timely deployment of technology updates and product enhancements across the bank's digital ecosystem by adhering to the regulatory guidelines and able to meet the bank’s business goals.

 

SCOPE & AUTHORITY

 

Change Management

  • Coordinate end-to-end change requests, from initiation to post-implementation review.
  • Ensure changes are properly assessed for risk, impact, and approvals in line with internal policies.
  • Maintain and update the Change Calendar to ensure visibility across stakeholders.
  • Chair or support Change Advisory Board (CAB) meetings and track action items.

 

Release Management

  • Plan and coordinate releases (features, patches, upgrades) across multiple systems, environments, and teams.
  • Collaborate with product, development, QA, and operations teams to ensure readiness and smooth go-lives.
  • Document and communicate release plans, timelines, and post-release outcomes.
  • Maintain version control and traceability across environments.

 

Process & Compliance

  • Ensure all changes and releases comply with regulatory, security, and audit requirements.
  • Support continuous improvement of change and release management frameworks and documentation.
  • Maintain audit trails, change logs, and release records in accordance with compliance standards.

 

Stakeholder Management

  • Work closely with cross-functional teams (Engineering, Risk, InfoSec, Operations) to align on deployment schedules and minimize service disruptions.
  • Serve as a coordination point during critical changes or major releases, including incident handling if rollback is required.
  • Internal collaboration within the Technology Governance and Operation functions to nurture overall team camaraderie and to share subject matter knowledge among its functional members.

 

KEY RESULT AREAS

  • Effective coordination of Change Request; reviewing of change of tickets, evaluation of change risk and prioritization of change in the roll out queue; meeting regulatory compliance and the bank’s business goals.
  • Ability to evaluates and to have sufficient oversight into release controls e.g. release built & versioning library.
  • Close collaboration and engagement with multi parties including cross-functional domains with effective communication, thought process and professional conducts.

 

Education & Experience

  1. Bachelor's degree in IT, Computer Science, or related field.
  2. 4–6 years of experience in IT change/release management, preferably in banking, fintech, or regulated environments.
  3. Familiarity with ITIL practices (certification is a plus).
  4. Experience using change/release tools such as JIRA, ServiceNow, or similar.

 

Skills & Competencies

  1. Strong coordination and stakeholder management skills.
  2. Attention to detail with strong documentation discipline.
  3. Ability to manage multiple concurrent changes and releases under pressure.
  4. Understanding of DevOps, CI/CD pipelines, and agile methodologies.
  5. Familiar with regulatory expectations around system changes (e.g., RMIT, BNM guidelines).
